Most of what I've heard has gone the other way - allowing police or other governmental entities the right to monitor communications and requiring ISPs and other telecommunications providers to retain records. I took a quick skim through www.epic.org and www.statewatch.org and didn't find anything related to the rumors thatyou're asking about. Doesn't mean it hasn't happened, though, as monitoring international developments in this area is challenging, at best. As far as the US is concerned, AFAIK the rules for corporate monitoring have not changed (i.e., if you want to keep something private, do it somewhere else) with the exception of a new state law in CA that provides some privacy to employees. The government has been working (and succeeding) to relax the restrictions on government monitoring of electronic communications (see commentary on the USA PATRIOT Act). Hope this helps.
