I haven't taken the time yet to see what runs on 17300 tcp.
There's been an upsurge in 17300 scans lately. 17300 is most commonly associated with a Trojan called Kuang2 the Virus. You can get more details on it at http://www.glocksoft.com/trojan_list/Kuang2_the_virus.htm
