A limits.conf challenge.

Hi.

In my limits.conf file i have set that a user may run only three processes.

user hard nproc 3

But when he reaches three processes he cant even login anymore. Is there 
anyway to for example to have a list of programs that this nproc does not 
affect? ( bash,ssh,sshd,ftp and ncftp ). This would realy help me out. 

I am running Debian GNU/Linux with a grsec patched kernel.
