No problem, just select the OpenSSH module when you install Cygwin, I use it here quite successfully.

I don't know how to do that, and I'm pretty sure it's not built in, though you might be able to roll your own.

sub-directory in my Inetpub directory.

That shouldn't be hard. I recommend "SSH, The Secure Shell" from O'Reilly very good book.

I'm really looking for a free solution, but would consider anything
within a reasonable price-range.

There are a number of commercial solutions, but that shouldn't be necessary here.
