Let me recomend you glftpd (http://www.glftpd.com), it runs on many *nix plataforms, i've pesonaly tested on RedHat & Debian and works OK, it suports TLS, (secure login, secure listing and/or secure transfers), virtual users, scripts for everything, easy instalation, it's free but not open source.
