I am assuming the majority of the machines in this case are Windows boxes. Your best bet would be to simply block these applications by modifying the hosts file, and blocking the webmail sites and the msn/yahoo chat sites as well.

I also need to ensure that MSN/yahoo chat is disabled and quotas are established for web surfing.Is there an Open Source solution to this problem.
