A common misconception is that the 10.0.0.0, 172.16.0.0 and 192.168.0.0 network are non-routable. This is NOT true. Most routers are setup to not route the addresses, but they can be routed.
True, you can route those IP's, that's how we can use them internally :-). The core internet routers and backbone routers won't route those IP addresses, so in essence they can't be routed over the Internet. But they can be routed over your providers network usually up until their Teir-1 interconnect or core router. As a common practice I always setup my edge routers to not route private IP ranges as a input ACL against the customer side interface or sub-interface.
Your problem could be this or it could be that a system is mis-configured and is just trying to figure out where it can go.
Mis-configued, lazy, incompetent, etc, etc. I wonder what provider he uses, might try and stay away from it ;-).
