Question for all ISP Security Groups

Just a high level question for all members of security teams specifically in the ISP world. What role does the security group play within the organization - are they more operationally or more tactically inclined ? So in the tactical sense - the security group becomes the conscience for the other operational groups. The only real operational function in a tactical security environment would be SIRT. Any feedback here would be appreciated ...
