This depends what kind of login screen you've got. Plain text? Forget it. Graphical? Depending exactly which, you may be able to config it so that shutdown (and possibly reboot, and some other system actions) do not require the root password. However, that is generally not so fine-grained as to be on a per-user basis -- if he can, all can. Try looking instead into setting up a group of users who can use certain commands, such as shutdown.
