Is your reg file the same?
All the [bracket] are comment, ignore it when deploying.
Caution: choose decimal when stating all the numbers/options.

Would you mind clarify your specific problem?

The problem is not the restart it is the fact that AutoInstallTime is
supposed to automatically install the updates.  This value does not get
created in the registry even though my batch file specifies it to be
created.
