Hey guys,

There are lots of tools out there for packet generation.
1) Hping is also a great tool, if we want to create packets on the fly,
2) Scapy is the koolest, done everything in python,
3) If u know programming then Libnet is the best way to create packets,
4) Engage Packet builder is another tool with easy GUI (www.engagesecurity.com/products/engagepacketbuilder/)

And all these are Free.

these should be enough.
