In terms of a server-based Exchange environment - no not natively, but
its possible that a 3rd-party application could do such a thing
(although I am not aware of any at the moment).

In terms of a client-side only environment, you could possibly rely on
encryption of the file system or the .pst file that the notes reside
inside of.
