I don't completely agree with this statement. Publishing Internet
Explorer on Citrix using "Anonymous Accounts" and setting correct
security setting on IE, greatly helps to minimize chances of mal-ware
infection. Use of Citrix's Anonymous Account is very important for
this.

Having said that, the goal is to "Optimize" Risk. 
Risk minimization can be very costly, and require lot of administration.
