Content Filtering Question

I loaded up ethereal, and then tried to connect to a page that was blocked (http://www.google.com/search?hl=en&q=guns). When I went back to ethereal I found that the html for the site was sent to the browser, but the browser still displayed a page saying the site was blocked. I was wondering how the software would keep the browser from displaying the page (I'm guessing it works like some sort of extension for firefox) and if that meant that a specially made browser would display the page.
