file copy restrictions

I am looking for a tool that will restrict a windows user from copying local files on a laptop to untrusted remote 
locations. For example I would like to prevent users from copying local hard disk files to usb drives cdroms network 
locations and allow files to be copied to 1 trusted network share. Anybody ever heard of this?
