You can use Reverse proxy.

The Network will be like this.

Client Browser (www.yourdomain.com/urdepartment )--> Reverse Proxy -->
Actual web server (Department web server).


Here yourdomain is the IIS server which you are already running.

The one is coming into my mind is Novell iChain.
