Generally speaking, this depends on what disaster you are trying to recover from or continue through.  For example, if 
you are worried that the building may catch fire, a building up the street is sufficient.  If you are worried about 
severe weather, you will want a site that is in a different weather pattern.  You might also want to consult with the 
local utilities to make sure you are on a seperate grid fed by different generating stations in case of a widespread 
power outage.  
Essentially, distance isn't a factor unless your concerns are something like radiological fallout.  Where distance may 
play a role is with regard to your ability to get necessary personnel to your DR facilities in a timely fashion.
