Hello Neil!

You can use Microsoft RAIUS server IAS (it is free Windows server
component). It can be integrated with AD and use accounts from it. There
is one issue - it only supports PAP authentication (not CHAP) for
routers and switches.

Subject: Switch Access Authentication

I know I can use a radius or tacacs server to authenticate users
telnetting to a switch / router but is there any way to authenticate
them via Active Directory so they are forced to chnage their password.
