Using ePolicy Orchestrator (from McAfee), you can manage all instances
of your McAfee AV products (assumption here is that you are using the
enterprise version).  It then becomes very easy and the users' rights do
not keep you from being able to update/access the systems.  It also
manages the HIPS and the Spyware products.  I have not attempted to
manage non-McAfee products so I could not tell you if that is possible.
What I can say is that with the McAfee products, it works very well.
Symantec has a similar product for their product lines too but I have no
experience there.

Enterprise or the home flavor?  Are you using ePolicy Orchestrator to
centrally manage this or setting up each client on its own?  About how
many users?

I can guarantee you that on the Enteprise version, you do not need any
sort of administrative rights to update the DAT files.

Have you tried calling/emailing McAfee for advice on what you may have
setup incorrectly?
