If you read that page, HD Moore himself explains that his work is not even an attack against Tor itself. It's a refinement of an attack against other vectors Tor was never designed to address, conducted with the blessings and the assistance of Tor's developers. It's significant to Tor users because it highlights the pitfalls of not following the advice of people who know a little bit about security, and it's something that will ultimately make Tor even stronger, but it's not any "breakage" of Tor itself
