If you are on a Windows Network, then just apply a logon policy agreement message through active directory. When the user does an Alt-Ctrl-Del to login, it will pop up a dialog stating your network policies, and they must agree with them in order to login. This makes sure the user doesn't come back and say he didn't know the policy.
