Ideally, the security department would be directly under the CEO or the COO because this person understands all the 
business processes in the organization.  Some organization would place security under the CIO/VP Technology, others 
under the Asset Manager, other under a simple IT manager; If you fail to position your security department properly on 
the ladder, you would be de facto undoing that very which you are trying to implement: CONTROL.

Don't be gready.  Just position the department so that it is able to function efficiently for your own good.
