The Security Tab is the NTFS permissions. The Sharing Permissions is for just that. The order is Sharing is resolved first with NTFS trumping the sharing afterwards. If the person is given write access via Sharing; then they have write access to that folder UNLESS the NTFS permissions explicitly deny those permissions. If the person is not given write permissions at the sharing level, then no matter the NTFS permissions, they will not be able to write to the folder. It's an odd duck overall but has it's own sort of twisted logic.
