I am familiar with Cheops but thought it was only unix (didn't check the
sourceforge link yet) -- is there an open source tool for windows based
networks?

Have a look at cheops-ng
http://cheops-ng.sourceforge.net/
It's based on nmap and traceroute. Check out the screenshots to be sure
that's what you need. 
It's nice and free .. as fas as I know
