No. Software can be exploited if it processes data prepared by an attacker. If a computer is connected to a network it is likely receive some information from the network, and thus probably can be exploited. Note that even if a computer is not connected to any network, but say, used only to edit MS Word files carried on a flash disk, it still can be compromised by an attacker who can trick the user to open his file. -- Regards, ASK
