Blocking hack attempts from foreign countries...

Good morning list, I'm curious to know what the list's opinion is on notifying ISP's/Companies in foreign countries that a hack attempt was made from their network. We've received and blocked more than a few attacks recently and I'm wondering whether anyone worries about retaliatory attacks if the entity is state/government owned, or if the company is complicit in the attack. At this point, I think it's worth it just to block offending IP's, but have always wondered about this. Thanks in advance... Dan
