The idea behind rainbow tables is that if hashes are stored in memory,
then it will take less time to crack the hash, as the hash does not
have to be generated.

To answer your second question, it depends. Rainbow tables are
generated for a specific type of hash. The most common types of
rainbow tables are MD5 and LM..
