The ftp client that is included in Windows has worked great for me, more so because it is a command line tool and thus can be run in scripts. However, the one thing that I have missed most in this tool is its inability to resume transfers. On the server side (IIS FTP), I agree that it is much more stable now. However, user accounts are tied with underlying login accounts (or Active Directory). In many scenarios (like web-hosting), we prefer to have ftp (or email) accounts not linked with underlying login/user accounts from active directory. Latest IIS 7.0 has much enhanced controls (like Roles) and stability than even IIS 6.0. If you are using UNIX platform, WSFTP or VSFTP are the best solutions. However, make sure, you are using the latest and stable version of these softwares. Besides this, also make sure, you fully secure FTP services.
