I only know of WengoPhone and Skype that offer encrypted VoIP.

For your specific use case, I'm not sure what are your options, but it
sounds like a novel thing in the public sphere (no doubt some
governments have such a system). In theory, any good key handshake
mechanism (stick to the big names) and a good stream cipher could do
the trick for you. You could probably build a prototype quickly using
open source APIs.

My use case is.. if I want software to encode my voice in software on
a laptop over a POTS or Cellular phone do decrypt via far end software
and phone. I understand the limitations to some of this due to the
audio spectrum available on the equipment but not asking if its
possible more, is there software that (ideally opensource) that will
do this?
