Blocking MSN is not so simple. The client can be configured to encapsulate the traffic in http packets to pass through a firewall that blocks tcp access to port 1863. In that case you need to force web traffic through a proxy that filters messenger traffic. Usually that includes MSN, Yahoo!, ICQ and AIM.
