Hi, You may query the Primary/Secondary DNS server of that web site to check out the TTL of the record (you can even check the Minimum value in SOA record). If its very small (like few minutes) then it "may be" hosted on dynamic IP and if the TTL is in hours then its almost sure its on static IP. Second option just to get a clue would be, to query for PTR record to find the hostname, as some ISPs give names which can tell you if the IP is static or dynamic.
