Many tools have secondary methods to determine if a host is alive. For example, look at nmap's -P* flags (such as -P0, -PU, -PS). Basically, they allow you to either just not check to see if a host is alive and scan it anyways, or specify an alternative method of checking for life, eg check port 22 instead.
