This highlights the needs for tighter laws?  WTF?  Like what?  The NSA and CIA are already surveilling every aspect and 
means of communication on the planet. The leak already broke EXISTING laws.  What would have additional laws done to 
prevent this leak?

This leak in fact highlights how useless procedures and laws are at preventing the human factor from undermining 
controls.  If the controls are in place to protect immoral and amoral content, whatever it may be, it will eventually 
be subverted by humans who are willing to expose this content.
