Information Security Organisation - The roles and authority

Lots of stuff has been written about the Roles and Responsibilities/ accountabilities within the Information Security realm but I didn't quite find some write ups highlighting the clear de-lineation between IT Security and IT Service or Support Operations. Also, what's the model of 'Authority' of IT Security functions within the overall IT Governance Model? What I seek from the authority is, apart of reprimanding / dismissing the end users who break security policies, I need to know the accepted 'authority' of information security within the Dept. of IT. What comes to mind is the following: 1. Approval / rejection authority on all change requests pertaining to infrastructure. 2. Approval / rejection authority on all provisioning of new IT services. What else??
