I have, of course, got that backwards. access-list 111 permit ip 1.2.3.4 5.6.7.8 255.255.255.255 should have identical effect to access-list 111 permit ip 1.2.3.4 any (Since this is an ACL, not a route, and so 255.255.255.255 means all bits are wildcards.) You have the "deny" entry at the bottom logged, when you try and connect, do you see it in the logs? If so, it means you're not matching your ACL entry up the top.
