Muhammad,

If I'm understanding you correctly, you have enabled SSH v2 and you're wondering why you're still able to telnet to the 
device after having removed the configuration from the VTYs.  You need that configuration on your VTYs, but you also 
need to specify the transport layer protocols allowed.

Try this to deny everything except ssh;

line vty 0 4
 transport input telnet ssh
 transport output telnet ssh
line vty 5 15
 transport input telnet ssh
 transport output telnet ssh
