Very well reputed in the case of OSCP.  I'm not sure what you mean by
a black hat cert. 

Based on the experience of people I know and trust, there's no better
cert for practical, hands-on penetration testing mastery out there
than OSCP--but you do need to set aside a lot of time to achieve it.
Those I know who've done it and passed it devoted a very significant
chunk of their life to it, and the practical is by all accounts
grueling to say the least.  I'm not sure I ever have run into someone
who passed it the first time.

On the other hand, nearly all the expert level penetration testers I
know have kept so busy consulting that they haven't had time need or
to seek the cert.
