It also means ports and services for legitimate users to use. Windows relies heavily on RPC for remote management, so don't mess with it unless you have a clear understanding of what it does. Of course that doesn't mean RPC should be open to untrusted networks. Filter it at the network boundary and leave it open for the LAN.
