MIME encoding in Web browser forms

It appears that the various characters I have encountered in various versions of WWW browsers when they provide output from forms may stem from their attempt to use MIME encoding instead of ascii encoding. It also appears that various browsers do not react properly to some errors returned from httpd, go into infinite loops, fail to load pages for some delay after program startup, and handle tab characters differently. If anyone knows of any more problems with browsers, it would be nice to know, since those of us who have to maintain W3 servers are dealing with an increasing list of different browser versions that all work differently.
