secure-linux patch for 2.1.131

[condor () SEKURE ORG (condor () SEKURE ORG)]

Sekure SDI (Brazilian Info Security Team) has released a version of the
secure-linux patch for kernel 2.1.131.

This implementation is not complete but it's working and will protect you
against the well-known problems (tmp link attack, unrestricted proc, etc).
