Windows Vista fully updated is not affected. I think it's a problem in your Antivirus and NOT in Windows
I don't think so - several users confirmed the issue (including Vista). The only differences are the amount of CPU taken (sometimes 50%, sometimes 100% - probably dual-core issues) Did you try to click on the png file one more time, and check the CPU usage ?
