[Amazing. Yesterady we hear Suntrust re-issuing because of Heartland, and
  now I get this from USAA. First, Heartland happened 3 months ago. Second,
  a relative got her card re-issued from USAA almost 3 weeks ago.

Subject: Notification of New USAA Credit Card

New USAA Credit Card

Dear (me),

We were notified that your USAA credit card information, such as your name,
account number and expiration date may have been compromised.
Unauthorized access to non-USAA systems may have occurred through
a merchant where you shopped or dined, or by other fraudulent activity.
Specific details about the compromise were not reported to USAA.

To reduce the risk of unauthorized transactions, we're replacing your
credit card ending in 1234. We'll send you a new card with a new account
number and expiration date, and you should receive it within 10 days.

What to do when you recevie your new card:
Please activate your new card immediately by going to the Account Summary
page for the new card on usaa.com and clicking the View More Services drop-down
menu. To ensure your future transactions are honored, remember to:

    - Provide your new credit card number and expiration date to merchants or
      banks where your card is used for:
           - Recurring charges
           - Overdraft protection
           - Automatic or scheduled payments (this includes USAA payments)
      Use the attached MasterCard? Directory of Card Service Providers link to help
      you find merchant phone numbers. The easiest way to find a merchant is to
      Browse Alphabetically in the directory.
    - Sign up for account alerts on usaa.com to keep track of your account activity.
    - Destroy convenience checks.

USAA will automatically cancel your existing card when you activate the new card.
If you don't activate it, your current card will remain active for 20 days after the
postmarked date on the envelope containing your new card.
