NAT / dynamic IP addresses

We're considering implementing (forcing down throats) non-routable dynamic
IP addresses using NAT, and also dhcp to give out addresses.  We want to
minimize access of hackers to our computers.  Issues we're considering are

1) Who gets a static and public address?  Only servers that central
computing manages.
2) Who gets a static and private address?  Servers not managed by central
computing.
3) Who gets a dynamic and public address?  Computers running specialized
software that requires public addresses.
4) Who gets a dynamic and private address?  All computers not in the above
categories.

What decisions have other schools made on these issues?
