Grants/Research - Server Access question

Our Grants and Research Office is reviewing policies applicable to hiring foreign nationals to do research. They've come across language they describe as "policies for foreign nationals with unrestricted access to company's servers." They report they've been "alerted that State Department licenses are required for certain events" including access to research servers. I've not been able to identify what they might be talking about, beyond being able to do standard stuff like identify a system/network user through their uniquely assigned ID. Do you require any special authorizations for foreign nationals who use your systems to do research? Are there any special consideration or concerns that you see?
