IMHO, Public communications come first. In case of nearly any disaster on your
campus serious enough to trigger this discussion, the families will want to know
what's going on,  particularly if phones (landline or cellular) are also
affected.  Incoming phone service may well become swamped, too.

 Get the mail server and at least a basic webpage up again quickly.
