We at Wayne State have made a similar decision to what Dave
describes, with the addition of a pull-down menu  defined  'Challenge
Question'.  We also don't think it has caused any serious data
breaches, although we have suggested people not choose obvious
answers to the Challenge Question.  It has certainly saved a large
percentage of Help Desk calls.
