Something to keep in mind is compatibility.

There are never-ending changes in product offerings and compatibility
certifications between camera manufacturers and DVR manufacturers.

You probably want to keep in mind two important factors:

1.) Where you're coming from; your current base of installed products.
2.) Where you're going to, and creating a short list of product families
upon which to focus your attention.

Evaluate:

Power requirements
Connectivity options (UTP, Coax, RCA, multi-output)
Control protocols for PTZ cameras (Pelco, etc.)
Ease of integration with your existing environment
Durability
Picture Quality
Type of WebServer- integrated or not
Number and variety of independent or nested user access accounts
Type of camera (CCD, B&W, Color, both, Super Dynamic, etc)

and recording devices that may be installed on campus.
1.  Can anyone offer advice how to evaluate candidates for such a list.
