If the Windows host loses connectivity to the domain, and there are no
other administrator equivalent local accounts, you must boot the server
(or workstation) into safe mode which will enable the local
administrator account while in safe mode.

If you do any of these settings via group policy and the machine is
removed from the domain - does it automatically give you access to the
local administrator account once again ?    Would that be on the first
boot ?
