FYI... The speaker for the audio session described below is the contact
that clarified password related questions related to FERPA and
previously posted to this site:

 

a.      only randomly generated passwords can be used.
b.      You can not email passwords to users.  You must use postal mail
or challenge/response questions to release a password to a student.
