Yes,  Or at least that which is identified by the chosed IPS solution.  We also shape the traffic should it get past 
the IPS.

We have been doing so for five years or more and receive very few complaints.  It is also in our acceptable policy that 
the network is provided for acedemic use.

We are open to waivers for research groups, but no takers on that option.

We get very few complaints but we have been loudly stating our block for a while so I believe it is reluctantly 
accepted these days.

As a result (knock on wood) we average about 1 or 2 "Cease and Desist" complaints a year.
